So in a nutshell, what i'm trying to say is it's not really about a particular processor. The processor in an I7-4800mq laptop is 7954. The higher processor ratings are definitely the better ones. I ran across another laptop that for around the same price came with an intel celeron processor. they have an acceptable rating for a lower end laptop. Take for example colins research for the hp machine you mentioned. if you start comparing their selection of processors, usually found in the product details, you will find that their performance in this price structure can range from 600 to over 3000! in english this means you can either have a $300 paper weight that can't do anything (the 600 rating) or a fairly nice machine that will give you years of email, word processing and internet surfing capability (the 2600 rating).
as an example, go to a place like office depot and look at their selection of 300-400 dollar computers. this makes it necessary to know what the processor performance is. The crazy thing that is going on in the market today is that places are selling cheap computers with terrible processors right next to very nice machines for roughly the same price. This makes it easy to rate a pc based on processor/memory/screensize/hdd. (because it's usually cheaper to just buy a new one vs the slight performance gains of a new chip).
